RoadWise Recognised inspires RoadWise Councils to move toward better practice in managing their local road network and improving road safety outcomes.

Using the RoadWise Framework, Councils are recognised through a Points and Ribbons system that encourages the practical application of best practice in road safety.

Points indicate the expected effectiveness of road safety actions, while Ribbons reflect how well road safety is embedded across the organisation. Together, they support benchmarking, ongoing improvement and sector learning.

RoadWise Recognised also highlights Council initiatives through annual awards and shared case studies, helping Councils learn from one another and encouraging continued action across Western Australia.

How it works

Each quarter, RoadWise Councils work with their Road Safety Advisor to record road safety activities or interventions undertaken as per the RoadWise Framework.

Points are based on credible evidence criteria which considers factors such as longevity, reach, level of innovation and expected impact on reducing death or serious injury. This allows activities to be compared to identify those likely to have the greatest impact on local road safety outcomes.

Ribbons show how comprehensive a RoadWise Council’s approach is across the organisation. A Ribbon is obtainable for each area of the RoadWise Framework (Govern, Manage, Engineer & Plan, Workplace and Communicate), to the maximum of 5 and they reset each year. To ensure this process is objective, equitable and transparent, it is overseen by a panel of independent specialists.

Points inform the annual RoadWise Recognised Awards, which are presented alongside each Council’s updated Ribbon status. Following the Awards, results are published and feedback is provided to Councils via their Road Safety Advisor to support future planning and continuous improvement.

Council initiatives are showcased year-round through case studies published across multiple platforms, including our quarterly digital newsletter, RoadWise Update, to share knowledge and encourage action.

RoadWise Recognised Ribbons FAQ

A RoadWise Council’s Ribbon status shows how road safety action is spread across the Local Government’s areas of influence. It is updated annually and informed by the activities recorded and allocated through the RoadWise Recognised Points process. 

The following frequently asked questions help explain how Ribbon status is applied. Councils are encouraged to contact their Road Safety Advisor for further guidance.

When the activity recorded generates a nominated number of Points in one of the areas of the RoadWise Framework; Govern; Manage; Engineer & Plan; Workplace; and Communicate.

Each area of the RoadWise Framework has a different Points threshold that must be reached to achieve a Ribbon. The thresholds will be adjusted annually to support continual improvement and progress in delivering best practice road safety.

For 2026, the thresholds are as follows:

Five, a Ribbon is achievable for each area as described in the RoadWise Framework; Govern; Manage; Engineer & Plan; Workplace; and Communicate.

That the RoadWise Council has recorded activity in all five areas described in the RoadWise Framework; Govern; Manage; Engineer & Plan; Workplace; and Communicate.

Until 1 April the following year. All Ribbon statuses are reset to zero on 1 April every year.

No, unless an activity recorded in the previous year is ongoing into the new year. In this case, a Ribbon for that RoadWise Framework area can be achieved as the activity continues and is recorded and allocated Points.
