WALGA is seeking feedback from Local Governments on a new draft Train Station Precincts Advocacy Position (see below) developed in response to the State Government’s 2025 announcement to commence the preparation of Improvement Plans and Improvement Schemes for ten train station precincts across the Perth metropolitan region.
This advocacy position is intended to enable WALGA to make timely and direct representations to the State Government on the sector’s priorities for these State-led train station precincts.
WALGA has drafted an advocacy position that will sit within the context of WALGA’s Planning Principles and Reform advocacy position.
The draft position has been informed by a review of Council resolutions and feedback from Local Governments associated with the initial ten identified train station precincts.
It seeks to reflect the key issues consistently raised, including the importance of collaborative, place based and infrastructure led precinct planning that supports housing delivery while respecting local planning frameworks and community confidence.

Draft Advocacy Position – Train Station Precincts:
Local Government supports State led station precinct planning that enables transit oriented development around train stations to deliver increased housing density and diversity while achieving high quality, place responsive and transport integrated outcomes.
WALGA calls on the State Government to develop and implement Train Station Improvement Plans and Schemes that:
1. Enable housing density, diversity and delivery while achieving place responsive, transit oriented development outcomes.
2. Respect and align with existing and progressing local planning frameworks.
3. Provide for clear infrastructure and public realm planning, coordination, funding and delivery mechanisms.
4. Recognise and support effective collaboration, partnerships and coordination between State Government agencies and Local Government.
5. Ensure meaningful and ongoing community engagement.
6. Apply a strategic and evidence based approach to the identification and coordination of current and future train station precincts.
