Overview
The LGASS00007 Elected Member Skill Set provides a focused entry point into nationally recognised training for Elected Members who wish to strengthen their understanding of Council responsibilities and financial decision‑making.
The Skill Set is often undertaken as a practical first step before progressing to the LGA50220 Diploma of Local Government – Elected Member, after participants have developed greater confidence and clarity about the scope of nationally recognised training.
Developed in accordance with the Local Government Training Package (LGA) and approved by the Training Accreditation Council (TAC), the Skill Set is fully contextualised to the Western Australian Local Government sector and aligned to the role and responsibilities of Elected Members.
Learning Outcomes
Through completion of the Skill Set, participants will:
- Develop confidence when participating in Council discussion and effective decision-making
- Interpret financial reports and budgets and link informing strategies and the long-term financial plan for sustainable community outcomes
- Interpret and apply the role and responsibilities of Elected Members
- Advance legislative knowledge and interpretation
On‑Site Delivery at your Local Government
The Elected Member Skill Set is available for On‑Site delivery at a Local Government.
On‑site delivery supports Councils to:
- Build shared understanding of roles and responsibilities
- Strengthen governance capability across Elected Members
- Improve confidence, alignment and consistency in decision‑making
- Support more effective and respectful Council deliberations
On‑site delivery is based on two facilitated workshop days followed by guided mentoring support.
Course Information
To enrol in the Skill Set, participants must:
- Be a current Elected Member at a Western Australian Local Government
- Have completed Council Member Essentials training
Participants also require intermediate Language, Literacy, Numeracy and Digital (LLND) skills to successfully participate in training and assessment.
The LGASS00007 Elected Member Skill Set consists of:
- A Foundation Workshop, which builds on Council Member Essentials and prepares participants for nationally recognised training
- A Finance Committee Workshop, which focuses on understanding and analysing financial reports and budgets
Delivery includes two facilitated workshop days, followed by guided mentoring support to reinforce learning and support application in the council context.
Each participant is provided with an individualised Training and Assessment Plan outlining all workshops, assessment requirements and due dates for each Unit of Competency.
Assessment tasks are individual and workplace‑based, aligned directly to the participant’s role as an Elected Member and their Local Government context.
Assessment activities are designed to support practical application of learning and may include short knowledge assessments, scenarios and workplace‑based tasks. Participants should allow time for reading, reflection and completion of assessment activities, with time requirements varying based on individual experience and learning needs.
Participants are encouraged to seek support from their CEO, Mayor or President prior to enrolling to ensure appropriate mentoring and support arrangements are in place, if required.
$1,800.00 GST Free
Payment plans are available. If an individual wishes to pay for their own course fee, WALGA Training must limit individual payment to a maximum of $1,500.00 per payment.
On-site delivery:
- $15,000 (based on a maximum of 8 Elected Members)
- Additional participants charged accordingly
- Trainer travel and accommodation costs apply
On successful completion of all required assessment activities, participants will be issued with an AQF Statement of Attainment for the LGASS00007 Elected Member Skill Set.
Pathway to the Diploma
Successful completion of the Elected Member Skill Set provides a strong foundation for progression into the LGA50220 Diploma of Local Government – Elected Member.
The Skill Set provides Elected Members a focused introduction to nationally recognised training to gain confidence before committing to the full Diploma qualification.
A Credit Transfer for the 3 successfully completed Units of Competency will be granted. The cost to upgrade to the Diploma is $8,370.00.
