As the peak body representing and supporting WA Local Governments, WALGA is excited to announce our inaugural 2025 Local Government Emergency Management Forum.

A first for the sector, this new WALGA forum will bring together Local Governments and industry representatives working in, impacted by, and shaping emergency management decisions. Designed by WALGA’s Emergency Management team, with input from Local Governments, this Forum will address the needs of WA Local Governments, providing an opportunity to enhance capabilities, build insights, and share strategies for Emergency Management.

This year’s theme is Local Government future proof: Preparing today for tomorrow's challenges. Hon Paul Papalia CSC MLA, Minister for Emergency Services will lead the Forum, followed by an address from WALGA President Karen Chappel AM JP. Delegates will also hear from an array of Local Government emergency management practitioners, sector leaders and change makers including: 

  • James Ashley - Bureau of Meteorology, Hazard Preparedness and Response  
  • Dr Jill Charker - NEMA, Disaster Resilience and Recovery Group 
  • Allan Briggs - Crisis Shield, Founder and Owner. 

Engaging interactive sessions include:

Build Back Better – Recovery Lessons Learned 
Sharing insights and knowledge from local recovery practitioners around the complexities and challenges of recovery.

Adapting Together – Community Disaster Resilience
Showcasing successful Local Government community resilience projects and partnerships.

Hon Paul Papalia CSC MLA
Minister for Emergency Services; Corrective Services; Defence Industries; Veterans; Racing and Gaming, WA Government
Minister Papalia was appointed Minister for Emergency Services in March 2025, having previously held Police and Corrective Services portfolios. The Minister entered the Royal Australian Navy in 1978 and served 26 years in the military before being elected to the seat of Peel in February 2007.

Deputy Coordinator-General Disaster Resilience and Recovery, National Emergency Management Agency (NEMA)
Dr Charker is responsible for the administration of over $30b in Australian Government disaster recovery and resilience funding programs and policy around disaster recovery and risk reduction.
James Ashley
James Ashley
WA Manager, Hazard Preparedness and Response, Bureau of Meteorology
After working briefly in a geophysical consultancy, James joined the Bureau of Meteorology in 1995. Since 2019, he has been led the Bureau's WA team of meteorologists, hydrologists, and climatologists, and coordinates the Bureau's response to weather hazards in Western Australia.

Founder and Owner, Crisis Shield
Allan Briggs previously worked with Victoria Police as a Sergeant and managing the Public Relations Unit, and was Manager of Media and Public Relations at Victoria State Emergency Services. He now shares his expertise through his client work, presenting at events and conferences around Australia.
