The Forum is designed to explore and identify issues and opportunities that the proposed  funding change would have for Local Government.
The new model for public library services in WA proposes that the capital funding for public library materials is instead provided as recurrent funding for distribution to local governments via a new grants based model and the ownership of existing and new public library stock purchased with State funding is transferred to Local Governments.
A framework for the introduction of a new multi-tiered model for public library service delivery was endorsed by State Council in May.
Central to this is the repurposing of existing State Government capital funds, currently restricted to the purchase of physical library materials (books, DVDs, etc.), to  recurrent funding to enable expenditure on a range of priorities such as technology and new services and learning programs.
Currently, the State Library of Western Australia (SLWA) receives capital and recurrent funds for the purchase of library materials. 
Recurrent funds are provided for licences to electronic materials (e.g. ebooks, emagazines, etc.) while physical, print materials (e.g. books, DVDs, etc.) are purchased with capital funding.
SLWA ‘allocates’ the capital funding to local governments then purchases library materials on their behalf and, essentially, lends them to public libraries. 
This model is prefaced on State Government funding tied to library collections.  It dates to the 1950s when, comparative to today, books were expensive and limited in supply.
