Clarification of Mandatory Vaccination Directions  
Today, WALGA met with the Chief Health Officer for Western Australia, Dr Andrew Robertson and the Deputy Chief Health Officer, Dr Clare Huppatz to discuss the Public Health Directions (Directions) for mandatory vaccination which apply to Local Governments.
The meeting provided a great opportunity to clarify several questions WALGA has been receiving about the Directions from the sector and to gain some insight into the Directions that have not yet been released.

Set out below are the most recent directions which may apply to Local Government with clarified scope.  Please review the Directions carefully before providing instructions to workers to be vaccinated.

Directions Clarification of scope
Building and Construction Industry Worker (Restrictions on Access Directions) (No 2) The Directions will only cover ‘building and construction workers’ on ‘building and construction sites’ if the work being carried out requires:
  • a building permit under paragraph 41 of the Building Regulations 2012 (WA); or
  • a demolition permit under paragraph 42 of the Building Regulations 2012 (WA).
 
This means the Directions do not apply to Local Government workers undertaking civil works (e.g. roads, pavements/footpaths, irrigation, parks and gardens, etc.).

 
Community Care Services Worker (Restrictions on Access) Directions (No 2)
 
The Directions do not cover youth centres and youth workers, unless the youth centre’s primary purpose and work is to provide community care services:
  • relating to child protection; and/or
  • for Aboriginal and Torres Strait Islander people.
 
Critical Businesses Worker (Restrictions on Access) Directions
 
The Directions cover caravan parks and camping grounds (but exclude a part of a caravan park or camping ground which is a residential park), cafes and roadhouses, among other areas.
 
Education Worker (Restrictions on Access) Directions (No 3)
 
The Directions do not apply to creches, or swim schools operating in Local Government recreation centres.
 
Fire and Emergency Services Worker (Restrictions on Access) Directions (No 2)
 
 

 
The Directions cover bushfire volunteers.
 
The Directions do not cover evacuation centres established by Local Governments in response to an emergency.
Port Worker and Exposed Port Worker (Restrictions on Access) Directions (No 2)
 
The Directions do not cover Local Government marinas.
Public and Commercial Transport Workers (Restrictions on Access) Directions
 
The Directions do not cover community or courtesy transport services. 
 
The Remote Aboriginal Community Worker (Restrictions on Access) Directions also took effect on Wednesday, 8 December 2021.

Directions covering waste services (noting truck drivers may already be covered by the Public and Commercial Transport Workers (Restrictions on Access) Directions) and government regulators are still being drafted and are likely to be released soon.

It was confirmed that during a lock down, Elected Members will be required to be vaccinated in order to attend Council meetings.
