1 October Commencement for Container Deposit Scheme
Minister for Environment, Hon Stephen Dawson MLC has announced that the WA Container Deposit Scheme will now commence on Thursday, 1 October.
$3.5 million in funding support was also announced. This will be made available from Tuesday, 2 June to participants in the refund network who have been financially impacted by the delayed start of the Scheme.

LG Focus: Bassendean Recruits Minions! 
The Town of Bassendean is set to roll-out Food Organics and Garden Organics (FOGO), and is promoting it in ways no one will forget.
The Town anticipates the new bin system will mean less food waste will end up in landfill and instead be turned into valuable compost.

Mayor, Cr Renee McLennan along with her two children, has been raising awareness of the scheme by dressing up as a Minion (pictured).

LG Focus: 360 Organics Launch
Bunbury Harvey Regional Council (BHRC) has launched 360 Organics to market its organically certified compost to the community and industry.
The BHRC recently received approval to construct a new composting facility at their Stanley Road Waste Management Facility, which will be licensed to compost 35,000 tonnes of organic material annually. This will provide additional environmental benefits to the south west and participating Local Governments, helping them reach the State government resource recovery targets.

The organically certified compost is available for purchase for $22 per bobcat scoop, or $37 per tonne.

Expression of Interest – FOGO Reference Group
WALGA is seeking suitably qualified Local Government officers to participate in the FOGO Reference Group.
The meetings occur every two months and typically last two to three hours. Not all officers attend each meeting.

The FOGO Reference Group Terms of Reference and current member list is available on the WasteNet website.

To express your interest in being part of the group, send an email to the Waste Team identifying:
  • your name, contact details and job title, and
  • why you are interested in being part of the FOGO Reference Group.
Please submit you expressions of interest by COB Wednesday, 10 June. Applicants will be notified of the results by Friday, 12 June

The Environment Minister has announced the Better Bins Plus (Go FOGO) Program to provide funding for Local Governments to assist with the implement a Food Organic Garden Organic (FOGO) collection system.
DWER will be hosting a Q&A session which will provide an overview of the Better Bins Plus: Go FOGO funding program. This is an opportunity to ask questions about the application process and funding guidelines.

HHW Fremantle Facility
The Environment Minister has announced that the City of Fremantle will soon be home to a brand new Household Hazardous Waste (HHW) Facility!
Funding of $50,000 has been provided for the facility, which will be part of the existing Recycling Centre at Montreal Street, Fremantle. Currently the closest Household Hazardous Waste (HHW) facilities to Fremantle are in Shenton Park or Henderson, both over 14km away.
The City of Fremantle facility will bring the number of HHW collection points in the State to 14 with nine of those in the metropolitan area. The facility is expected to be operational by late 2020 and will be open to all community members, not just those who reside in the City of Fremantle.

The HHW Program is funded by the State government and administered by the Waste Authority and WALGA.

Draft Composting Standard Released
The Department of Water and Environment Regulation (DWER) has released a draft Guideline: Better Practice Composting.
DWER is producing a series of specific Guidelines to provide industry with information on how the Department carries out its regulatory functionsunder Part V Division 3 of the Environmental Protection Act 1986.

The draft Guideline: Better Practice Composting is the first Guideline developed in this series, and was developed by the Department with input from the Western Australian branch of the Australian Organics Recycling Association (AORA WA). 

WALGA will be developing a draft Submission for Local Government comment in the coming months.
DWER is seeking feedback on the content of the draft Guideline: Better Practice Composting - submission are due by 5:00pm, Wednesday, 25 November.

The Municipal Waste Advisory Council (MWAC) is a standing committee of WALGA with delegated authority on municipal waste issues. MWAC's membership includes the major Regional Councils (waste management), making MWAC a unique forum through which all the major Local Government waste management organisations cooperate.
