Registrations open: Local Government Forum on Information Systems
Local Government Officers (especially senior staff and ICT managers) are invited to the Local Government Forum on Information Systems to be held on Thursday, 24 September.
In June 2020, the WA Auditor General released her first report into Information Systems within Local Government. Ten Local Government entities participated in this audit. The findings in the report suggested that significant improvement is required in this area, with none of the ten entities meeting minimum benchmarks across all control categories.
 
The purpose of the forum is to share perspectives from the OAG, LG ICT Officers, Industry and LG risk-owners. There will be an opportunity for Q&A during a panel session and then an ICT-only networking session to finish the morning for operational staff impacted by audit findings.

Procurement Toolkit Update
WALGA has recently redeveloped its Contract Variation templates available in the Procurement Toolkit to provide guidance on better practice.
The new templates have been aligned to findings in the recent Office of the Auditor General report on Local Government Contract Extensions and Variations 2020 to ensure good governance in the consideration, approval and management of contract variations. These templates are the practical element to complement principles highlighted in WALGA’s Guidance Note Contract Management (Variations and Extensions) released in May 2020.

The two new templates now available in the toolkit are:
  • Contract Variation Approval
    • This is an internal process document to communicate any proposed changes identified by the Contractor or the Principal, for approval by the decision-maker with Delegated Authority/Purchasing Authority.
       
  • Contract Variation Agreement
    • An external document for distribution to the Contractor, detailing any changes approved by the decision-maker with Delegated Authority/Purchasing Authority in the Contract Variation Approval.
The templates can be found in the Procurement Toolkit. Users will need to be signed in to the WALGA website to access the resources.

Local Government Review Panel - Procurement Recommendations
The Minister for Local Government last week released the Local Government Review Panel final report, which outlines recommendations to guide the development of a new Local Government Act for Western Australia.
The expert report provides five recommendations pertaining specifically to procurement practice in Local Government.

WALGA broadly supports the recommendations to align procurement practices with those of the State Government to encourage open, transparent and fair processes with adequate market testing, value for money and local consideration as key components.

Already there has been some interest from Members in applying principles outlined by the State’s WA Buy Local Policy 2020. To this end, we have been liaising with the Department of Jobs, Tourism, Science and Innovation (JTSI) to provide guidance on how our Members might be able to implement some of the proposals, to the extent allowable under current Local Government legislation.

VendorPanel (eQuotes) Training
Did you know that WALGA offers free eQuotes Training?
eQuotes, WALGA’s free online request for quotation system, is an essential tool for all the staff of Members involved in purchasing goods and services through the Preferred Supplier Program (PSP).

WALGA provides free training and demonstrations for staff, as well as user support via telephone and email, in addition to the online videos and FAQs which are available in eQuotes. The training is relevant to Local Government officers who would like refresher training, or who are new to eQuotes.

Vendor Panel Marketplace Update
Reminder: Marketplace access is available within the Vendor Panel (eQuotes) platform.
When you login to eQuotes, you will now see Public Marketplace lists.

These supplier lists cover all categories of work that fall outside of the WALGA Preferred Supplier Panels. Effectively, you can now manage all of your sourcing via your eQuotes account.

Marketplace is aimed at accessing suppliers for low spend, local procurement needs such as trades, and does not entail any WALGA process of prequalification or due diligence. The facility has been licensed by WALGA as a Member benefit and entails no cost to either Members or suppliers. 

All Local Government staff in WA can now use the Marketplace to source quotes from local suppliers. We need your help to spread the word and we’ve got plenty of resources to help you join us as a champion of economic recovery in your region.

Regional Supplier Capacity Building
The Local Content Advisor Network (established by Department of Primary Industries and Regional Development) has engaged WALGA’s Procurement Services to present at regional forums aimed at building capacity in local suppliers to better respond to government opportunities.
The sessions incorporate representatives from regional Chambers of Commerce, Local Governments, WALGA, and local content advisors to provide a broad view of tendering opportunities from both a State and Local Government perspective. WALGA is providing an insight into the evaluation process for LG procurement, and how suppliers can be better prepared when responding to selection criteria included in RFQs and RFTs.

These sessions are timely given the number of economic stimulus grants being distributed to Local Governments, with the aim of engaging local suppliers. The recently updated WALGA Template Purchasing Policy now also includes enhanced guidance for local supplier arrangements. Eight sessions have already run in the Great Southern, Peel, Goldfields-Esperance, Mid-West and Wheatbelt with suppliers being able to ask questions of all representatives and be given an update by Local Governments as to upcoming projects.
