Regional Supplier Capacity Building
The Local Content Advisor Network (established by Department of Primary Industries and Regional Development) has engaged WALGA’s Procurement Services to present at regional forums aimed at building capacity in local suppliers to win more government work.
The sessions incorporate representatives from regional Chambers of Commerce, Local Governments, WALGA and local content advisors to provide a broad view of tendering opportunities from both a State and Local Government perspective. WALGA is providing an insight into the evaluation process for LG procurement, and how suppliers can be better prepared when responding to selection criteria included in RFQs and RFTs.

These sessions are timely given the number of economic stimulus grants being distributed to Local Governments, with the aim of engaging local suppliers. The recently updated WALGA Template Purchasing Policy now also includes enhanced guidance for local supplier arrangements. Three sessions have already run in the Great Southern and Peel, with suppliers being able to ask questions of all representatives and be given an update by Local Governments as to upcoming projects.

Group Advertising Services
WALGA has completed another year of activity under the Group Advertising Services that delivers whole of sector media contracts through Marketforce.
During the year ending June 2020, WALGA Members spent over $4 million on advertising placements under the Group Advertising Services. Approximately 30% of this was in The West Australian, around 20% within the Community News Group and the balance on other media.

The collective savings calculation based on aggregated discounts from standard media rates was $2.3 million.

Media contracts have been negotiated for the forthcoming year with no rate increase. The rates obtained are commensurate with State Government rates with specific value added benefits for Local Government.  

Additional benefits include:
  • feature discount level of 25% for The West Australian
  • bonus space achieved in line with quarterly expenditure targets, and 
  • new initiatives such as customised features, new digital platforms and new products such as Perth Live segments and the 'Have You Heard' segment.
Community News Group negotiations have resulted in the retention of discounted placement rates with no charge to previous year, free space allocations based on threshold spend levels, and new print/online digital combination packages. Seek rates have been set for the coming year using the most cost-effective rates for casual bookings, and incentives to purchase “ad-packs” that deliver further cost and administrative savings.

Questions have been raised regarding the need to seek multiple quotations for media placement rates in accordance with purchasing policies. WALGA is able to clarify that its activity is tender-exempt under regulations, that WALGA’s tendering and contract activity has already tested the market to the point that the offer is available for direct access, and that the offer available to the sector is predicated on the whole of sector aggregated spend.

These rates can only be secured and maintained with whole of sector participation. WALGA confirms that the rates offered by the core media providers are exclusive to the Group Advertising Services. WALGA Members must comply with Purchasing policy requirements, but the drafting of a policy can incorporate exemptions for access to WALGA supply arrangements of this nature. Please note that the sole supply nature of Group Advertising relates to the media production and booking only.

WALGA maintains a marketing and media services panel where there is a choice of suppliers for creative design and campaign work. All suppliers to this panel are able to access the Group Advertising Services contract either directly or indirectly to still deliver the benefit of Local Government sector media rates. The aggregated rates are for component of supply that relates to the publication of the media itself (i.e The West Australian, Community News mastheads).

Fuel Tax Credit Reviews
The Preferred Supplier Fuel Tax Credit review service has completed another year of activity.
During the year there have been 26 audits completed and collectively a total of $470,000 worth of credit rebate was claimed.

Every Local Government audited had revenue identified. The organisations reviewed are now up to date with ATO changes made within the last four years and are now in a confident position to maximise their Fuel Tax Credit claims going forward.

Due to the current COVID-19 situation, AIT Specialists are undertaking reviews via remote engagement, and are able to include Local Governments interested in participating. WALGA Members who have not undertaken a recent review are encouraged to consider the benefits of this service.

VendorPanel (eQuotes) Training
Did you know that WALGA offers free eQuotes Training?
eQuotes is our free online Request for Quote system for Members, and is an essential tool for all staff involved in the purchasing of goods and services. The system is provided to Members as part of their membership fee and is a mechanism used for requesting Preferred Supplier Arrangements (PSA).

WALGA also provides free demonstrations and training for staff, as well as user support via telephone and email, in addition to the online videos and FAQs which are available in eQuotes. The training is relevant to Local Government officers who would like refresher training, or who are new to eQuotes.

Vendor Panel Marketplace Integration
New functionality is now available within the Vendor Panel (eQuotes) account to access Marketplace.
When you login to eQuotes, you will now see Public Marketplace lists.

These supplier lists cover all categories of work that fall outside of the WALGA Preferred Supplier Panels. Effectively, you can now manage all of your sourcing via your eQuotes account.

The Public Marketplace uses geo-location to identify your local supplier market so that you can more easily find and engage local businesses and contractors in your projects. This is a WALGA initiative to support local SMEs by connecting them with public sector opportunities where they are not otherwise covered by the scope of the Preferred Supplier Program. 

All Local Government staff in WA can now use the Marketplace to source quotes from local suppliers, and it’s entirely free for suppliers to register to receive opportunities. We need your help to spread the word and we’ve got plenty of resources to help you join us as a champion of economic recovery in your region.
