Scam Alert
As notified by ACCC’s Scamwatch service, scams cost Australian businesses and individuals over $630m in 2019.
Unfortunately, Local Government is not immune from this activity and, regrettably, there are several examples of Australian Local Governments being successfully targeted.

Examples of recent email scams in particular have shown an increase in sophistication and plausibility. False invoicing and/or credential changes (eg. BSB details) are the most prevalent scams related to commercial activities.

We would like to remind Local Government officers involved in both the Procurement and Payment cycles to be vigilant at all times.

'Return to the Office' Facilities Management
Phase 3 easing of emergency restrictions commenced on Saturday, 6 June and phase 4 will commence on Saturday.
With operations returning to regular business and a particular need to enhance cleaning and social distancing, WALGA has advanced additional offers to Members for cleaning products.
A range of manufacturer direct supplies has been negotiated on the back of the successful provision of hand sanitiser during the peak of the COVID-19 market disruption.An initial order has been lodged, but orders can still be accepted as part of this initiative until close of business Friday, 26 June.
Additionally a special offer has been put together for Hygiene Protection Screens. .

VendorPanel Marketplace Update
As part of its response to COVID-19, WALGA has implemented the VendorPanel Marketplace platform to immediately assist Local Government buyers to link with local suppliers and support local economic development.
To provide further information and support WALGA Member use of the platform, a series of webinars has been hosted. The latest can be seen here, and it showcases the Shire of Wyndham-East Kimberley and the City of Perth use the Marketplace to drive their procurement spend to local suppliers.

The platform is rapidly growing with the number of WA suppliers approaching 10,000 businesses. Supporting staff to use the Marketplace is available with these resources.

VendorPanel are supporting Local Governments to run campaigns to promote their use of the platform to their local business community. Contact Vivek Thilkan for support to prepare and launch your own campaign.
WALGA Preferred Supply Arrangements are managed on VendorPanel so Local Government buyers can access both suppliers from these lists and the public marketplace on the one platform. Marketplace is aimed at accessing suppliers for low spend, local procurement needs such as trades, and does not entail any WALGA process of prequalification or due diligence. The facility has been licensed by WALGA as a Member benefit and entails no cost to either Members or suppliers.

The following face-to-face courses are available for Local Government Officers at WALGA’s West Leederville office.
Procurement and Contract Management Fundamentals
Thursday, 23 July 
Procurement and Contract Management Fundamentals is an introductory course in procurement for Local Government Managers and Officers. The training has been designed specifically for individuals who are new to, or requiring an update in, the undertaking of procurement and contract management in their role in WA Local Government.
Planning and Specification Development
Friday, 24 July 
Planning and Specification Development focuses in detail on the critical steps associated with planning and specification development for successful contracts. Addressing key planning areas including; understanding the supply market, risk management, and procurement planning, this course will also provide skills, processes and hands on case studies to assist those Officers involved in all aspects of the preparation of specifications.
Evaluation, Supplier Selection and Contract Establishment
Monday, 27 July 
Evaluation, Supplier Selection and Contract Establishment focuses in detail on the Evaluation and Supplier selection stage of the Procurement Cycle. Addressing key areas including legislative, regulatory and policy frameworks, principles of probity in procurement, effective probity and compliance management throughout the procurement cycle, evaluation and scoring methodologies, selection reports and contract establishment.
Managing Contracts in Local Government
Tuesday, 28 July
Managing Contracts in Local Government is designed to assist Local Governments and Contract Managers in Western Australia to address issues and raise the bar in improving all aspects of their contract management performance. Particularly useful in light of the OAG performance audit on Contract Management (Variations and Extensions). The information in this course highlights better practice for contract managers and administrators in the Western Australian Local Government context.

eQuotes Training
Did you know that WALGA offers free eQuotes Training?
eQuotes is our free online Request for Quote system for Members, and is an essential tool for all staff involved in purchasing of goods and services. The system is provided to Members as part of their membership fee and is a mechanism used for requesting Preferred Supplier Arrangements (PSA).

WALGA also provides free demonstrations and training for staff, as well as user support via telephone and email, in addition to the online videos and FAQs available in eQuotes. The training is relevant to Local Government officers who would like refresher training, or who are new to eQuotes.

Wood & Grieve Engineers Pty Ltd (ABN 97 137 999 609) have changed their entity name to Stantec Australia Pty Ltd (ABN 17 007 820 322). They are preferred suppliers on the C037_16 Engineering Consulting Services contract

Great Southern Waste Disposal (ABN 30 058 506 341) have changed their entity name to Kevin Timms Trust & Lindsus Unit Trust & L.R. Sims t/as Great Southern Waste Disposal (ABN 30 058 506 341). They are preferred suppliers on the C002/11 Waste Collection Goods & Services contract.

Library Services Preferred Supplier Arrangement
The new Library Services PSA is now live on eQuotes and the Preferred Supplier Directory. The new Contract includes Library Stocks and related supplies, Library Management Systems (LMS), Radio Frequency Identification (RFID) and the Metropolitan Library Courier Service. 20 suppliers have been Contracted with the remaining to be added once Contracts have been finalised.
The Library Courier Service will commence on 1 July with the new agreement between participating Members finalised.
