Preferred Supplier Update Webinar
WALGA Members are invited to a Preferred Supplier Arrangements webinar on Tuesday, 9 June at 10:00am.

The Office of the Auditor General has published a report on Local Government Contract Extensions and Variations.
There are seven recommendations made by the OAG as being relevant to all Local Government entities, in line with better practice principles identified in the report.

WALGA has developed a Contract Management (Variations and Extensions) Guidance Note to assist Members with implementing and embedding appropriate controls to meet these better practice principles. Additionally, WALGA has resources and tools available to its Members through the Governance and Procurement subscriptions which include: procurement training modules, Procurement Framework guidance, and templates for delegations, policies and contractual documents.

Purchasing Policy
The Department of Local Government, Sport and Cultural Industries has made further amendments to the Local Government (Functions and General) Regulations 1996, particularly Regulation 11A Purchasing policies for Local Governments.
The change was made to bring Reg.11A(1) in line with the increased tender threshold of $250,000. Local Government purchasing policies must now address the requirements of Reg.11A for purchasing activities up to $250,000.

This was gazetted Friday, 8 May. WALGA has reviewed and comprehensively updated its template Purchasing Policy to address all recent changes.

Vehicles and Operating Lease Contracts
WALGA has released some commentary regarding the use of Novated Leases and access to government vehicle pricing.
In particular, awareness is raised regarding Remote Area Mortgage Interest (RAMI) benefits and associated FBT implications within lease contracts. The communication also contains information regarding an extension to the Mitsubishi vehicle offer that provides additional purchase value to Local Government.

New Tender Management Services Panel
WALGA has recently transitioned out of direct service delivery of Tender services and has set up a new Preferred Supplier panel of three procurement specialists to continue to deliver this service.
This change has been made as part of a functional review and WALGA restructure.

The new Panel is now active in the WALGA Products and Services Directory with contract details and price schedules in eQuotes. The Panel can be used in conjunction with other Professional Services PSA’s - for example, the commissioning of technical specifications and scope of works material for use within a managed service Tender.

eQuotes Training
Did you know that WALGA offers free eQuotes Training?
eQuotes is our free online Request for Quote system for Members, and is an essential tool for all staff involved in purchasing of goods and services. The system is provided to Members as part of their membership fee and is a mechanism used for requesting Preferred Supplier Arrangements (PSA). 

WALGA also provides free demonstrations and training for staff, as well as user support via telephone and email, in addition to the online videos and FAQs available in eQuotes. The training is relevant to Local Government officers who would like refresher training, or who are new to eQuotes.

WALGA has 40 Preferred Supply panels and details of these panels are available by logging into eQuotes, or by consulting the Preferred Supplier Directory on the WALGA website.

Contract Novations
Professional Public Relations Pty Ltd (ABN 16 001 045 450) has changed its entity name to Burson Cohn & Wolfe Pty Ltd (ABN 23 001 951 515). They are preferred suppliers on the C042_17 Marketing & Media Services contract.
PORTT Contract Management Webinar
PORTT is a supplier to the WALGA Business Systems and Software Services PSA and provides Council a platform to manage procurement project planning, procurement administration and compliance, contract drafting, contract management planning, contract compliance & automated supplier performance and risk management.
The Portt Procurement, Contracts and Supplier Management Platform is built specifically to address Council Governance, Compliance, Risk and Performance Management. Portt provides Councils with a pre-configured best practice template, aligned to the minimum governance and compliance requirements of Council procurement and contract expectations.

A webinar on the Topic of Delivering Value for Money through effective Contract Management will be hosted by PORTT on Thursday, 9 July at 11:00am. The presentation is focused on lessons learned from other States as well as an actionable framework and approach to the recommendations set out in the WA Auditor General's Report on Contract Management.

The Western Australia Office of The Auditor General, has followed the inquiry direction of NSW, VIC and QLD and identified similar governance, compliance and performance issues in how Council manages these importance business practices.

Contract Management Webinar Expanding Reuse Opportunities for Recycled C&D Materials - Five Minute Survey
You are invited to help increase the recovery of construction materials in WA by completing a five-minute survey.
WA has growing stockpiles of construction materials going to waste that are available for use in local projects. WALGA is supporting new research to address impediments to the reuse of these recycled construction materials in projects.

The project is run by ActiveSustainability, in collaboration with Foundations Research and Murdoch University, backed by the Waste Authority.

Your feedback is vital to identify new opportunities to save on material costs and reduce construction waste unnecessarily going to landfill.

Click here to complete this short five-minute survey – within a week, if possible.
All responses will be kept anonymous and results will be available in June.
