Platform to Enhance Council Support for Local Business
Local businesses will be able to more easily access Local Government opportunities with the launch of a sector-wide procurement platform.
Underwritten by the WALGA and free to use for members and suppliers, VendorPanel Marketplace enables Local Government buyers to link with local suppliers and manage local procurement processes.
WALGA President, Mayor Tracey Roberts said the decision to extend the online platform to all Member Councils formed part of the Association’s ongoing support to the Local Government sector in response to the impacts of COVID-19.
“Local Governments are committed to supporting small and medium businesses wherever they can, and this tool is another way to enable that commitment to be realised,” Mayor Roberts said.

New Tender Management Services Preferred Supplier Arrangement
WALGA recently ran a public RFT to establish a panel of suppliers to provide Tender Management Services for Members.
This PSA will replace the services previously offered by WALGA to undertake the management of procurement processes. The recommended Tenderers are all highly qualified with a wealth of procurement and Local Government experience. This is further complemented by the existing professional services suite of PSA contracts. 

Under these arrangements professional expertise is available for the development of technical specifications and scope of works documentation that can be commissioned for complex quotation processes. These can in turn be forwarded to the Tender Management Services panelists to incorporate into their tender service activity. 

Contracting of the new Panel has commenced, with the new PSA being available on eQuotes in May 2020.

eQuotes Training 
Did you know that WALGA offers free eQuotes Training?
eQuotes is our free online Request for Quote system for Members, and is an essential tool for all staff involved in purchasing of goods and services. The system is provided to Members as part of their membership fee and is a mechanism used for requesting Preferred Supplier Arrangements (PSA). 

WALGA also provides free demonstrations and training for staff, as well as user support via telephone and email, in addition to the online videos and FAQs available in eQuotes. The training is relevant to Local Government officers who would like refresher training, or are new to eQuotes.

COVID-19 Essential PSA Services
The WALGA Website contains comprehensive information and resources for Local Government to support navigating through the COVID-19 pandemic.
To assist with accessing relevant services and products, WALGA has scanned some of the relevant panels to assess services that are in demand and specific to the current market disruption. WALGA has asked suppliers to these panels to summarise their service offering and market capacity.

For the other panels, our Preferred Suppliers are taking steps to continue their operations and remain open to meet Local Government needs.
ICYMI COVID-19 Local Government Regulation Amendments
The Department of Local Government, Sport and Cultural Industries published a Ministerial Circular regarding further Regulatory amendments to support Local Governments in responding to the COVID-19 Public Health Emergency.
These amendments are in effect as of Friday, 10 April.

WALGA has reviewed its template Purchasing Policy to address these amendments and has updated the ‘Local Content’ policy principles to align with Premier McGowan and Minister Templeman’s request for Local Government goods and services expenditure to be invested toward economic support of local businesses. Additionally, the Governance Team has updated the relevant sections of the template Delegations Register to accommodate the Regulation amendments.

Legal Services
Suppliers to the WALGA Legal Panel have issued a number of articles that are of use and relevance to the sector regarding Contracts and future considerations in light of COVID-19 disruption.
We particularly reference links to this item from Herbert Smith Freehills (HFS) about pandemic references in future contract activity, and this item from Kott Gunning about the triggering of Force Majeure.

Contract Novations
Kalbay Pty Ltd ATF Kardel Unit Trust t/as Professional Cabling Services (ABN 82 461 319 018) has changed their entity name to CRH Electrical Pty Ltd t/as Professional Cabling Services (ABN 14 615 890 278). They are preferred suppliers on the C016_14 ICT & Related Services contract.
WI Imports Pty Ltd t/as Waste Initiatives Pty Ltd (ABN 44 140 706 672) has changed their entity and trading names to Waste Initiatives Pty Ltd (ABN 70 625 909 846). They are preferred suppliers on the NPN 1.11-3 Mobile Garbage Bins contract.
Pitney Bowes Australia Pty Ltd (ABN 82 001 475 921) has changed their entity and trading names to Trillium Software Pty Ltd (ABN 72 070 811 013).  They are preferred suppliers on the C032_16 Business Systems Software Services contract.

BMT Western Australia Pty Ltd (ABN 89 093 752 811) has changed their entity and trading names to BMT Commercial Australia Pty Ltd (ABN 54 010 830 421). They are preferred suppliers on the C037_16 Engineering Consultancy Services contract.


Preferred Supplier Arrangement  – C05_17 Temporary Labour & Recruitment Services
The existing Preferred Supplier Arrangement (PSA) C05_17 has been renamed from Temporary Personnel Services to Temporary Labour and Recruitment Services. A new category (Category 8 - Permanent Recruitment Services) is now live in eQuotes (Vendor Panel) for Members to access. WALGA will continue to prequalify and approve incumbent suppliers through a procurement process currently in progress.
In addition, to further enhance the existing PSA, WALGA has approached the market for additional suppliers for the provision of permanent recruitment services. The Tender closes on Monday, 11 May.

ICT Products and Services Preferred Supplier Arrangement
The new ICT Products and Services panel is now live with successful Suppliers being added as they sign their contracts. With more than 100 Preferred Suppliers to choose from on the Panel once contracting completes, Local Governments will have more reason to avoid the burden of running public tender processes.
The old ICT and Related Services panel will still be available while the successful existing Preferred Suppliers are migrated over. During the transition period, Local Government officers can use eQuotes to procure through both panels, if required.
The new panel utilises the latest WALGA Goods and Services contract which provides a short-form contract to facilitate the execution process. The Panel provides nine categories:
  • Category 1 Consultancy - ICT Management
  • Category 2 Consultancy – Technical
  • Category 3 Managed ICT Services
  • Category 4 ICT Products, Hardware and Associated Consultancy
  • Category 5 Printing and Business Machines, Systems and Consumables
  • Category 6 Audio Visual
  • Category 7 Physical Records, Document Management and Digitisation
  • Category 8 Web Development and Apps
  • Category 9 Cyber Security Services

Library Services PSA C001_20

Evaluations are completed and contracting will soon commence for the new Library Services PSA. This PSA includes:

  • Library Stocks and related supplies
  • Library Management Systems (LMS)
  • RFID
  • Metropolitan Inter Library Loan Service

The new contracts will be progressively visible on eQuotes and the WALGA Preferred Supplier Directory as they are activated during May 2020.
