Overview

Western Australia's Local Governments spend approximately $4 billion worth of goods and services each year. It is important that they receive and deliver best value to the community. As the custodians of ratepayer funds, the need for transparency at all stages of the procurement process is essential.

WALGA is committed to assisting Members to achieve best practice in all aspects of procurement, including building procurement capacity. It is vital for Members to have a thorough understanding of procurement in Local Government in order to meet Local Governments’ obligations under the Local Government Act, whilst serving its ratepayers.

This introductory course is designed to assist officers to address issues and raise the bar in improving all aspects of their procurement and contract management performance.

Procurement & Contract Essentials tailors modern leading contract management practice, specifically for contract managers in the Western Australian Local Government context.

This practical training is designed for all those in Local Government who have contract management responsibilities, and would like to improve their understanding and practice. Topics covered include an introduction to contracts, your roles and responsibilities, types of legislation and procurement processes.

Target Audience

Officers – finance, or any administration such as planning or facilities, team members who require a basic understanding of procurement and contracts; Officers with responsibility for, or touch points within, the purchasing framework of the LG. This may include inside and outside crews such as governance, procurement, works, facilities maintenance, finance, events etc

Learning Outcomes

On completion of this program, participants should be able to:
  • Identify key Legislation and Policy framework and understand its impact;
  • Understanding of  what forms the essential elements of  a Contract;
  • Explain the end to end procurement process;
  • Know the role of Elected Members and Officers in the procurement cycle; and
  • Understand and can explain the importance of ethics in the procurement process.

Cancellations, transfers and substitutions

  • Requested must be received in writing via email, letter or fax.
  • Cancellations received within 5 working days of the start of the course will incur a 20% administration fee of the full course cost.
  • Non-attendance or cancellations received within 2 working days of the start of the course will incur the full course fee.
  • Participants can only transfer course dates once without incurring the full fee.
  • Substitutions can be made at any time and no fee will be incurred.
