Meeting Procedures and Debating clarifies the roles and responsibilities of the Presiding Member, Council Members and the Administration, in preparing for and participating in Council and Committee Meetings.

This comprehensive course contains all of the information needed to effectively participate in both formal and informal meetings of the Local Government.

Participants will gain an appreciation of Meeting Procedures and an understanding of the tools and strategies used by the Presiding Member to run efficient, effective and lawful meetings.

A range of helpful tools and ‘cheat sheets’ have been created to help participants better fulfil their role, such as a “Dealing with an Officer Recommendation” checklist and a “Point of Order” flowchart.

Powerful debating techniques and strategies are discussed, giving participants the tools required to improve their confidence in public speaking and enhancing their ability to influence fellow Council or Committee Members.

Target Audience

Suitable for Elected Members who would like to increase their knowledge and understanding of their role within Local Government.

Learning Outcomes

As a result of completing this program, participants should be able to:

  • understand the differences between formal and informal meetings;
  • appreciate the important role of the Presiding Member – as a Servant and a Leader;
  • identify and utilise Substantive Motions, Motions to Amend, Foreshadowed Motions and Procedural Motions;
  • understand how to critically analyse an Officer Report and the different ways that the Officer Recommendation can be dealt with;
  • appreciate the legislative framework that Council and Committee meetings must abide by; especially your Local Government’s Meeting Procedures Local Law (aka Standing Orders);
  • understand the importance of reading (and questioning) the Agenda for the upcoming meeting in a timely manner;
  • recognise the importance of reviewing and confirming the Minutes; and
  • know what a Point of Order is and how they can be used.

Cancellations, transfers and substitutions
  • Requested must be received in writing via email, letter or fax.
  • Cancellations received within 5 working days of the start of the course will incur a 20% administration fee of the full course cost.
  • Non-attendance or cancellations received within 2 working days of the start of the course will incur the full course fee.
  • Participants can only transfer course dates once without incurring the full fee.
  • Substitutions can be made at any time and no fee will be incurred.
