Integrated Strategic Planning - Policy outlines the process for effective policy development needed by Elected Members to perform their role in Local Government.

Being in public life places obligations on Elected Members to understand the wider issues associated with their role so that they meet community expectations whilst operating within legislative and regulatory constraints. Major issues impacting on policy are analysed, interpreted and integrated through the development phase.

Topics covered within the course include the need for policy and the development of such to meet Council’s statutory responsibility. Through this process the course explores the development and ensuing consultative processes that needs to be undertaken with consideration to state and federal legislation.

Target Audience

Suitable for Elected Members who would like to increase their knowledge and understanding of their role within Local Government.

Learning Outcomes

On completion of this program, participants should be able to:

  • differentiate between Council policies and operational procedures;
  • explain a model of policy development;
  • explain the relationship between policies and natural justice;
  • explain the links between policy making and strategic planning;
  • list ways to increase opportunities for policy discussion;
  • explain the desirability of including a consultatation component in policy development;
  • explain the elements involved in balancing policy issues; and
  • describe the need for Local Governments to scan the ever changing policy environment and adapt policies to suit changing needs.

Cancellations, transfers and substitutions
  • Requested must be received in writing via email, letter or fax.
  • Cancellations received within 5 working days of the start of the course will incur a 20% administration fee of the full course cost.
  • Non-attendance or cancellations received within 2 working days of the start of the course will incur the full course fee.
  • Participants can only transfer course dates once without incurring the full fee.
  • Substitutions can be made at any time and no fee will be incurred.
