Our Procurement Service can be engaged for the whole or part of any procurement process.

Procurement Toolkit

WALGA’s Procurement Toolkit is the culmination of extensive research and development. The Toolkit brings together best practice in procurement from government, private and not-for-profit sectors. It provides clear guidance on legislative requirements and best practice for all purchasing and contract management. More than forty (40) templates covering the entire end-to-end procurement process aim to assist Members to achieve governance over their procurement practices and full regulatory compliance.

Customised Workshops

We regularly design and deliver customised in-house procurement workshops to assist procurement improvement activities, including policy workshops, compliance training, and specific topics such as tendering, eQuotes, reporting, and evaluation as well as general procurement awareness sessions. This complements the formal training area’s procurement focus.

Procurement Reviews

This entails a thorough desktop review of a Member's policies, procedures and documentation in addition to the analysis of some procurement processes. Reviews analyse procurement structure, purchasing processes and procedures, contract management, training and experience, capability levels and system availability and usage. The review results in a comprehensive report that includes key recommendations for achieving best practice procurement outcomes and guidance on how to implement the improvements in order to enhance the procurement capability of the organisation.

This can also be undertaken in sections. For example the policy and procedure review can be undertaken in isolation or we could also draft appropriate policies for the Member. This involves a review of a Member's policies and procedures related to procurement and purchasing, mapping them to compliance and best practice frameworks in order to provide improvement guidance.

Capability Assessment

This involves the assessment of procurement from all aspects of best practice, e.g. sustainability, organisation, governance, etc. and provides a comprehensive report that benchmarks Member organisation’s against Local Governments nationally and best practice. It provides category based scoring indicators to assist improved development and planning.

Audit Service and Due Diligence

We can arrange for registered probity auditors to retrospectively and independently review and assess a procurement process to ensure that it was conducted in a complaint, fair, accountable and transparent manner. This is appropriate if a particular procurement process has generated a dispute, or if the potential for a dispute has arisen. It can assist clients to mitigate potential legal action or may be used to inform any resultant legal process. This process is outsourced by WALGA on behalf of the Local Government.

Of course, a probity auditor can be engaged prior to the commencement of a high value or high-risk procurement activity to assist clients with the decision-making process and to mitigate risk.

Both services ensure that the procurement process undertaken is able to withstand internal and external scrutiny.
WALGA Procurement can also undertake due diligence checks for specific procurement processes.

Spend Analysis

Spend analysis is a critical tool used to collect, analyse and classify expenditure data in order to manage spend more methodically. We can help members identify compliance efficiencies and savings opportunities by means of user-friendly dashboards.

Contract Management

Contract Management is probably the most important component of getting the best out of a contract. There are many critical components to contract management. The Procurement Services Team can help members to put in place the best process for them.

Prior to commencing, our Procurement Services team will work with you to understand customer requirements and to prepare a proposal for engagement. Each proposal will include the scope of work to be undertaken and an agreed project framework and timeline. To obtain best value and ensure the most efficient use of the Service, it is recommended that the scope of a procurement process and the description of goods/services required are well defined prior to WALGA’s engagement.

WALGA's procurement professionals can assist with the development of specifications. As we recognise technical expertise is often needed for the development of specifications, the Service can contract relevant technical expertise to develop technical specifications if required. Our Procurement Service is customised and scaled for each assignment in conjunction with your team and procurement processes to ensure delivery of a high-quality, transparent and fully compliant procurement process.
