The mission of Spine & Limb Foundation Inc. (the Foundation) is to enrich the lives of elders and people living with a disability within the Western Australian community, by providing contemporary and holistic services.

The Foundation was created in 2012 through the amalgamation of the Paraplegic-Quadriplegic Association of WA Inc., founded in 1955, and the Civilian Maimed and Limbless Association of Western Australia Inc., founded in 1945. The strengths and expertise of both former associations have been combined to meet the needs of people with a disability in Western Australia. Contemporary aged care, retirement and nursing services are also provided.

ParaQuad Industries (PQI), a division of the Foundation, is an Australian Disability Enterprise currently providing employment and vocational educational training to approximately 150 people with disabilities. Located in Shenton Park, PQI undertakes a wide range of packaging and repetitive assembly services, a picture framing service, manufacture of cloth wipers, and annually recycles 1.5 million kg of donations which are collected via a network of charity clothing collection bins situated throughout the greater Perth metropolitan area. Donations received are recycled by local sales through one of three Op Shops, our Book Bazaar, and also through export.

PQI has a fleet of vehicles which support the above operations by providing collections and deliveries of raw materials and finished product. Our vehicles also undertake furniture donation collections and operational support to our network of 300 clothing collection bins located from Mandurah to Chidlow to Clarkson.

Since July 2013 PQI has been providing a removal and disposal service to the State Library of Western Australia (SLWA) for all discarded public library materials. This has involved regular, twice-weekly pickups of a few thousand items per week from the SLWA’s van dock in Northbridge and the sorting, stamping (with DISCARD stamp) and storage in PQI’s warehouse. Currently there are several hundred thousand books in storage awaiting sale.

Since 15 August 2016, PQI has been providing a Metropolitan Library Courier Service (MLCS) to the SLWA and public libraries associated with 28 WA local governments. This has involved regular weekly pickups and drop-offs of various library materials together with the required sorting and administration required. PQI has three Drivers trained to carry out the MLCS, one of whom has a disability, and a departmental Supervisor who has experience in and who supervises a team of employees with disabilities who have been trained to sort the MLCS materials and load and unload the dedicated vehicles that are used.

An abbreviated Organisational Structure for the Spine & Limb Foundation is attached. This focuses on the resources of the Foundation that will be used to carry out the MLCS. A full Organisational Structure is available on request.
