The PSA is for the provision of CCTV Security Systems and Services to WALGA Members. The scope of services offered under this PSA is offered from a panel of pre-qualified suppliers under defined categories.
WALGA Members may engage preferred suppliers through the arrangement either on an as needs basis (either by inviting quotations, or directly engaging), or establish a period Member Contract for a period of time for the supply of CCTV Security Systems and Services. WALGA Members are required to abide by their own purchasing policy obligations and prescribed procurement methods when obtaining quotations for the supply of CCTV Security Systems and Services.
When using this PSA purchase order documentation and Member Contract documentation must quote the WALGA Contract number C014_18. WALGA has a Shortform Contract template available to support Member Contract drafting.
The categories of supply of CCTV Security Systems and Services will be offered to WALGA Members under the categories as defined below:
Category 1 - Security Consultancy
Consultancy services are expected to be provided by suitably licensed, qualified and skilled organisations that are capable of providing the level of resourcing for all of the direct and indirect security disciplines.
The nature of the consultancy will be both strategic and technical, delivering advice on the perceived effectiveness of various solutions, and also the operational requirements that relate to deployment, cabling, groundworks, environmental protection, and other associated systems and works requirements. Community consultation, market and product research, design and project costing (modelling) are within the scope of Consultancy services.
Category 2 - CCTV, Hardware Systems and Network
This category includes the supply, installation and servicing of CCTV Hardware, Systems and Networks. Preferred Suppliers will provide a list of: equipment type, brands and systems offered. The product list will be reviewed and updated on a quarterly or on an as needs basis through WALGA’s Contract Management process.
Category 3 - Security Alarm Systems
This category covers the: design, supply, installation, testing and monitoring of minor and major new installations, and the ongoing maintenance and monitoring of existing services including:
• Intruder Alarm Systems;
• Access Control Systems;
• Digital Intercom Systems;
• Access Control Credentials (Cards, Tokens, Keys, Lanyards);
• Elevator Monitoring and Management; and
• Key Management Systems.
Category 4 - Security Monitoring Services
This category will be comprised of security system monitoring services. The services will scope: after-hours or on a 24/7 basis, and relate to specific CCTV installations, or be more broadly integrated into general security services contracts.
Category 5 - Physical Management Security Services
This category provides Members with Suppliers that provide security management services to support their operations and secure their facilities.
Category 6 - Locksmith Services
The Locksmith Services category relates to commercial locksmith services and the physical security of premises.
Category 7 - Airport Security
This category covers any equipment, security services, and related systems associated with airport security in accordance to the Aviation Transport Security Act, 2004 (ATSA).
Category 8 - Other Security Products and Services
This category covers any additional security related products and services that do not fit under any of the other categories, such as, but no limited to:
• Security training services; and
• Cabling services specific to CCTV and Alarm network implementation.
