In response to the COVID-19 crisis, Local Governments in the region are considering or undertaking the following measures to relieve the impact on the local community. Measures are intended to reduce the financial impact on ratepayers and local businesses while working to stimulate the local economy.
 

Shire of Carnarvon
 
  • Freeze Rate (no rates increase in June)
  • Freeze fees and charges
  • Redeploy staff from closed facilities
  • Fast track approvals processes
  • Refund booking fees for Council events and assets
  • Implement Buy Local Policy
  • Implemented payment plans for hardship
  • Revise current budget

Shire of Exmouth

At the Council meeting on Thursday, 23 April, the Shire of Exmouth resolved to:
  • Adopt the WALGA COVID-19 Hardship policy which provides temporary financial relief to rate payers and debtors.
  • Provide financial relief to several commercial leaseholders.
  • Adopt a 0% increase in any rates in the dollar for the 2020/21 financial year.
  • Adopt a 0% increase in community fees and charges for 2020/21 budget.
  • Waive all administration charges and interest charges for the payment of rates by instalments in 2020/21.
  • Retain permanent Shire employees on contractual entitlements to ensure the Shire (as a large employer in the town) is not further adding to the economic downturn within the Exmouth community and ensuring we can respond quickly during recovery.
  • Alter the capital works program and reallocate Shire Funding to support local contractors and fund community projects, such as the Federation Park upgrades, new footpaths and a large solar energy project at the Ningaloo Centre, which will reduce ongoing expenditures annually.
  • Working closely with the local Chamber of Commerce and Industry to obtain grants to assist local business.
  • Develop a Destination Marketing Campaign to re-stimulate visitation to the Ningaloo Region and support the local economy as soon as travel restrictions are lifted.
  • Establish the 'Shire President COVID-19 Relief Fund' to be used to support the community in dealing with the financial impacts of COVID-19 and contributing $25,000 to this fund immediately.

Shire of Shark Bay

The Shire of Shark Bay has resolved to freeze Rates and Fees and Charges, and forgo Councillor Sitting Fees and Allowances.  Full refunds have been provided for gym membership, and Shire commission on cancelled accommodation and tour bookings. 
Support to the local community and business sector includes promotion of available services (eg take away meals), assisting with a business and tourism recovery plan, helping community groups to amend activities (eg Anzac Day) and supporting the local CRC to livestream activities.

Weekly phone checks are being conducted for the aged and vulnerable, support for essential services with issues like home delivery of medications, and regular updates and useful links are provided through the Shire website.

  • Bring forward capital works program
  • Refund booking fees for Council events and assets
  • Implement Buy Local Policy
  • Develop strategy for vulnerable people in the community
  • Implemented payment plans for hardship
  • Revise current budget
