Accounts Payable for Local Government examines the legislation, organisational and accounting principles that apply to purchasing and payment of accounts, including taxation principles, and details the internal controls that should be in place.

The course covers in detail the initiation, verification, certification, authorisation and payment procedures, linking each back to the appropriate source documents.

Topics covered within the course include the legislative framework for accounts payable; the verification, certification and authorisation procedures; maintaining the accounts payable system; and processing payments for accounts payable.

Target Audience

Suitable for Local Government Officers whose role requires them to carry out tasks and activities involved in the processing and payment of Council accounts and other expenditure duties.

Learning Outcomes

On completion of this program, participants should be able to:

  • understand the legislative framework that applies to accounts payable;
  • identify accounting, taxation and organisational principles that apply to the accounts payable function;
  • understand the use of internal controls in the initiation, verification, certification and authorisation procedures of accounts payable;
  • undertake processing of payments for accounts payable; and
  • financial management and reporting.
